The charges brought by federal prosecutors on Tuesday, which included a count of false statements to a bank and campaign-finance violations tied to payments he made to silence women who claimed affairs with Trump, also described a tax evasion scheme linked to Cohen's taxi medallion business. On the recording, Mr. Cohen and Mr. Trump appeared to discuss reimbursing American Media for a payment to former Playboy model Karen McDougal, who has said she had a year-long affair with Mr. Trump.

Cohen has stayed out of sight and has remained emotional since his plea, according to the people close to him. But legal experts such as Alan Dershowitz argue campaign-finance law requires that intent be proved, and reasons for making the payments apart from the election can be cited.

Manafort, Trump's former campaign chairman, was found guilty on eight counts, including filing false tax returns and two bank fraud charges that will nearly certainly guarantee years of prison for him.

And Manafort faces a second trial in Washington D.C. on September 17 on separate charges that include conspiracy, money laundering, failing to register as a foreign lobbyist and making false and misleading statements to federal agents.
