Sayoc's home address was listed in public records as an upscale gated apartment complex in the seaside town of Aventura, Florida. Miami-Dade County court records showed Sayoc served a year's probation after a judge signed a discharge certificate in November 2002.

Sayoc was charged Friday with transporting explosives across state lines, illegally mailing explosives, threatening former presidents and others, threatening interstate communications and assaulting federal officials, according to charging documents.

Sayoc is alleged to have sent 13 improvised explosive devices to high-profile Democratic politicians and critics of President Trump this week.

Investigators covered Sayoc's van with a blue tarp before removing it on a truck.

He also noted that he will not contact former US President Barack Obama or any of the other people targeted by the bomber, saying he "will probably pass". Maxine Waters was key to cracking the case, FBI Director Christopher Wray said.

James Clapper, among a string of former intelligence chiefs critical of Trump, was the addressee of the 12th package, sent care of CNN. "We will bring them to justice".

Meanwhile, investigators were analyzing the innards of the crude devices to reveal whether they were meant to detonate or simply sow fear just before Election Day.

Trump congratulated local and national law enforcement officials for apprehending a potential suspect, comparing the hunt to finding a "needle in a haystack".

The FBI called them "potentially destructive devices" - so either the bombmaker was good enough to ensure none would go off and never intended them to explode, or they were poorly constructed.

"I thank God no one's been hurt, and I thank the courageous and resourceful security and law enforcement people for protecting us", he said.

Several of the packages went through a US postal facility in Opa-locka, which is less than 10 miles from Aventura, where the suspect resides. One addressed to U.S. Sen.

None of the bombs sent out this week exploded, and no one was hurt.

The explosive devices were packed in envelopes with bubble-wrap interiors bearing six American flag stamps and the return address of Florida Rep. Debbie Wasserman Shultz's district.

Trump's supporters have accused Democrats in turn of unfairly suggesting that the president was to blame for the bomb scares.

The FBI considered the package mailed to Brennan, which was addressed care of CNN, a threat to him rather than the news network.

Jeff Zucker, the president of CNN Worldwide, said in a note to staff that all mail to CNN domestic offices was being screened at off-site facilities.

Similar packages addressed to Clinton and Obama were intercepted on their way to Clinton's NY home, where she lives with former President Bill Clinton, and to Washington, where Obama lives with his wife, Michelle Obama. Nor would they say why the packages hadn't detonated, but they stressed they were still treating them as "live devices".

FBI Assistant Director William Sweeney said thorough examinations of all the packages were under way at the FBI laboratory in Quantico, Virginia, near Washington DC.

No one claimed responsibility for parcel bombs, which were denounced by authorities as terrorism, and came less than two weeks ahead of USA congressional elections that could alter the balance of power in Washington.
